Our Board

NSW Crown Holiday Parks Land Manager, trading as Reflections Holidays, is overseen by a skills-based Board, which was originally appointed on 1 July 2015 until 30 April 2020.

On 1 May 2020, four new Directors were appointed following a search and public advertising process conducted by Crown Lands. Members bring a wealth of expertise, skills and knowledge in corporate governance, financial management, tourism, legal, environmental management and community engagement.

On 1 May 2024, Julie Osborne stepped up as board chair, and we welcome 2 new board members.

Julie Osborne

Chair

BEc, LLM, GAICD

Julie Osborne brings to the Board extensive experience across a range of sectors including financial services, insurance and not-for-profit. She also brings strong business development credentials having consulted for the last 3.5 years in this regard to KPMG.

Ms Osborne is a Graduate of the Australian Institute of Company Directors and holds a Master of Laws from the University of Sydney. In addition, she has completed a Bachelor of Laws and a Bachelor of Economics from the University of Sydney.

Currently, Ms Osborne serves on the Boards of Police Bank, Assetinsure Pty Limited and the Woolcock Institute of Medical Research and Auto & General Insurance Company Limited. She also chairs the Audit and Compliance Committees at Assetinsure and the Woolcock. Ms Osborne is a past member of the Summerland Financial Services Limited Board and the Starlight Children’s Foundation NSW Advisory Board.

Previously, Ms Osborne was an Executive Director at Westpac Banking Corporation for 15 years where she led the Structured Finance business within the Treasury Division and served on various Westpac Group subsidiary companies in Australia and the United States.

She is passionate about the preservation of greenspace for present and future generations having been involved in community advisory committees for Centennial Parklands and the Sydney Football Stadium.

Ms Osborne has been appointed to the NSW Crown Holiday Park Land Manager Board for a term of 5 years from 1 May 2020 and has been appointed as the Chair of the Audit and Risk Committee.

Arabella Douglas

Director

BA LLB, GDLP BBUS (HONS) (Ist Class) GAICD, PhD (Scholar)

Arabella Douglas is a Yugembeh/Bundjalung woman with traditional ties to Far North Coast NSW and South East QLD. Ms Douglas has over 20 years’ experience in stakeholder and community consultation, relating to land use, water rights, land development and large-scale infrastructure, and development.

As an experienced senior executive and lawyer, Ms Douglas has worked in both the NSW Government and Corporate sectors, managing the implementation of large sector reforms directly affecting land use, social impact and attributable value for investors. Ms Douglas is the Principle Strategic Advisor of Douglas and Associates, specialising in economic sustainability, commercial and business development, strategic planning and community engagement and partnerships that impact regional economies.

Ms Douglas has held many senior roles throughout her career including, senior government and the corporate sector including Social Sustainability Manager for the Barangaroo Project in Sydney NSW, bringing to the Board a combination of social impact and strategic regional value, and culturally responsive practices for business value and growth.

From an academic perspective, Ms Douglas has a Bachelor of Law and Bachelor of Arts (University New England), admitted to the NSW Supreme Court of NSW and High Court of Australia and Graduate Diploma of Legal Practice, and is Graduate of Australian Institute company Directors of holds Bachelor of Business, with first class honours (Griffith University). Ms Douglas is currently a PhD candidate in behavioural economics (Griffiths University), focussing her studies on how implicit race bias affects investment decision making. Ms Douglas has also spent time contributing to the higher education sector, Native Title as Director and business strategist.

Ms Douglas spends her time between Sydney and Byron Tweed + Gold Coast. Ms Douglas is married with a young adult daughter and is an active aunty to many in her family.

Ms Douglas has been appointed to the Board for a term of five (5) years from 1 May 2020 and has been appointed as a member of the Asset and Development Committee.

Elizabeth Lyne

Director

B.Bus, CPA, GAICD

Professionally, Ms Lyne is a qualified accountant with over 20 years experience in both public practise and commercial accounting. During this time she has provided taxation, business advisory and audit services to clients in varying sectors including agriculture, government, health, construction/property, retail, hospitality, travel and NFP. Commercially, Ms Lyne has held senior finance roles in energy and meat processing enterprises.

Ms Lyne is a Graduate of the Australian Institute of Company Directors, is a Certified Practising Accountant and has completed a Bachelor of Business from the University of Technology, Sydney (UTS).

Ms Lyne is currently a sitting member of the NSW Civil & Administrative Tribunal (Guardianship Division) and conducts hearings throughout regional NSW.

Ms Lyne has extensive board experience in the government and not-for-profit sectors and is currently a board trustee of the NSW Responsible Gambling Fund and a board director of the NSW Rural Assistance Authority. She is a past board director of Riverina Division of General Practise and Primary Health, Murrumbidgee Medicare Local and Murrumbidgee Primary Health Network.

Ms Lyne has been appointed to the NSW Crown Holiday Park Land Manager Board for a term of 5 years from 1 May 2020.

Personally, Elizabeth lives on the family farm in the states South West Slopes region.

John King Oam

Director

John King brings experience of a 48 year background in highly successful and widely recognised international tourism marketing and management.

For most of his tourism career he has been responsible for the development and management of successful destination marketing and development strategies, a number of which have been recognised with international awards. For 20 years he owned an international tourism consultancy through which he worked as an adviser to governments, multilateral agencies, tourism authorities, industry organisations and companies principally throughout Australia, Asia, Pacific and the Middle East.

He is widely recognised for his work particularly in the fields of Indigenous tourism, wine and food tourism and destination brand development.

He has served on a wide range of industry and company Boards. He was Chairman of Tourism Tasmania, for nine years and Chairman of the Australian Tourism Export Council (ATEC) for a similar time. He is the Australian Tourism Minister’s nominee to the Board of Uluru Kata Tjuta National Park and was the NSW Minister for the Environment’s tourism appointee to the Board of Management of Lord Howe Island. He was appointed in 2011 by the NSW State Government as one of four members of the Visitor Economy Taskforce responsible for developing the Government’s NSW Visitor Economy Plan. He was also Chairman of Southern Travel Holdings with major tourism operations in New Zealand, Australia and Asia.

He has been invited to speak at numerous international conferences, including the United Nations World Tourism Organisation conference on Pilgrimage Tourism (Santigo de Compostela), the UNWTO/UNESCO First World Conference on Heritage Tourism (Siem Reap), and was key note speaker at the World Indigenous Tourism Conference (Vancouver). He has also served on the Board of the Pacific Asia Travel Association and was an advisor to the United Nations World Tourism Organisation

In 2011 he was awarded an Order of Australia Medal for his contribution to tourism in Australia. In addition he received the 2010 Pacific Asia Travel Association Award of Merit for Tourism leadership, and is an Honorary Fellow of Southern Cross University in recognition for his contribution to tourism education and research.

Mr King has been appointed to the NSW Crown Holiday Park Land Manager Board for a term of 5 years from 1 May 2020.

Justin Hales

Director

Justin Hales is the Chief Executive Officer and Executive Director of recreational vehicle marketplace provider Camplify Holdings Limited, which he founded in 2014.

His leadership has been central to the delivery of Camplify’s growth strategy, which has seen the company over time evolve into a leading ASX-listed peer-to-peer digital marketplace connecting owners of recreational vehicles to hirers wanting a ‘van experience’. Justin has overseen the successful expansion of Camplify’s Australian-based business and its move into offshore markets, with the company now having significant operations in New Zealand, the United Kingdom and Spain and the most recent acquisition of the German peer-to-peer RV company, PaulCamper in Germany, The Netherlands and Austria. He has also been a driving force behind Camplify’s move into adjacent markets, including owner and hirer protection, van sales, GPS tracking services and additional product revenue lines.

Over the past two decades, Justin has become a recognised industry expert in digital, ecommerce, and marketplaces. He has lectured or presented on these topics at several major Australian universities and a host of industry seminars and events.

Director

Ms Sally Barnes brings a wealth of experience in public land and asset management through roles she has held with NSW National Parks and Wildlife Service and the National Capital Authority in the ACT.
